Yes there is medication to control the condition - notably Valtrex. But, unfortunately, while taking it regularly (every day) DOES reduce the risk of transmission, it does not eliminate it entirely.

From what I gather, the general consensus seems to be that if 100 couples have sex at an average rate for a year, avoiding intercourse during and around outbreaks, and using condoms, then around 4 of those will end up transmitting the virus in that time. Whereas if, in addition to avoiding outbreaks and using condoms, the infected partner is on Valtrex, around 2 couples will.

Unfortunately, many people with the condition don't avoid sex when they sense an outbreak is coming (or fail to recognise it as an outbreak), and fail to use condoms and take Valtrex. That's why so many sites like www.genital-herpes-corner.com are around.
References :
The current treatment methods for Herpes are merely to keep the outbreaks from being so bad. However, even when you are not broke out, you can still pass it to your partner. Broke out, you can pass it onto any part of her skin the affected area touches.
References :
American Medical journals

NO! Herpes is ALWAYS contagious, even if you're not having an outbreak at the time!

However, there are some medications that reduce the likelihood of transmission to a partner.

If you are concerned about getting or giving the herpes virus then use a condom and make sure to NEVER have sexual contact during an obvious outbreak. Also, keep in mind that a condom only protects those areas that it COVERS. If there are herpes sores on areas of the penis or scrotum that are not covered by the condom or on the vulva of the female, then herpes (and other STDs) CAN still be transmitted.

Be safe!
References :
Absolutely not! Herpes will stay in your system forever and the meds are for helping keep the outbreaks down. They are in no way to stop transmittion
References :
Nursing proffessor and textbook

Not true at all. Herpes can be spread even without an outbreak. There is medication that can lessen flare-ups, but it doesn't eliminate them or lessen the risk of spreading the disease.
References :
All STDs (officially STIs now) can be transmited to your partner. Even with treatment. Its a virus, they cant be cured, only treated.
